ISIS Ramadi siege survivors say 'dogs are eating Islamic State fighters' heads' Civilians who have escaped Ramadi, 70miles west of Baghdad, say they had been without food for months and that only dogs roam the streets, feeding on the bodies of dead ISIS militants.
