San Bernardino shooters Syed Farook and Tashfeen Malik modified their rifles Meredith Davis, from the Bureau of Alcohol, Tobacco, Firearms and Explosives, said the rifles used by Syed Farook and Tashfeen Malik were bought legally, but modified illegally.
